“Gross abuse of power” was done by Arvind Kejriwal led Aam Admi Party (AAP), as identified by the three- member Shunglu committe report which was set up by the then Lt Governor Najeeb Jung.

The committee pointed out several decisions like appointing of several AAP officials as “advisors”, posting Minister Satyendra Jai’s daughter as the “mission director” of Delhi State Health and the land allotted to AAP fot the party office.

As per the report, it was observed that genesis of the conflict lay in an April 2015 order which was _issued by Arvind Kejriwal to all the departments.

In which it was instructed that the officials can take decisions without consulting the_ Lt Governor on all those matter which are transferred to Delhi Assembly under Article 239AA(3)a of the Indian Constitution.

The committee said the that land allotted to the AAP for building party office should be declared build “null and void” and the panel also enquired on the house allotted to DCW Chairperson Swati Maliwal.

The 100 page report also questions various decisions taken by the AAP government without the consulting Lt Governor even when it had no authority to do so.

“In pursuance of the directions of the CM in April 2015, it became the practice among ministers not to obtain the approval of the LG and to provide approval at their level,” it said.

The Shunglu panel also questioned the transferring of crime branch officials without consulting the Lt Governor on the topic.
