In yet another inhuman crime in the capital, two minors, aged 13 and 15, were tortured, brutally sexually assaulted and filmed by a group of 10 people. The case came to light when families of the victims approached the police after a video recorded by the accused went viral on social media. The incident took place on October 26 in Rohini, Delhi.
The crime occurred when Kanwar Singh, one of the accused, suspected one of the victims of involvement in a theft at his residence. He summoned the victim and held him hostage.
The Delhi Police Special Commissioner and Chief PRO Dependra Pathak said that an FIR was lodged against 10 persons under the Indian Penal Code for unnatural sex as well as the Protection of Children from Sexual Offences (POCSO) Act. The two of them were arrested late Saturday night.
According to the police, the accused beat the minors with leather belts and when they refuted the charges of theft, he called his friend who forced them strip and tortured them for over five hours. Both were forced to perform sexual acts on each other. The victims were filmed and the accused threatened to upload the clip on the internet in case they told the police about the crime.
The brutality went to an extreme level when accused put petrol and chilli powder on their private parts and burnt them with cigarettes, the police said.
Police also said the boys are friends and live with their families in Metro Vihar area in Holambi Kalan. Both the minors were admitted to Ambedkar Hospital in Rohini.
Indian penal code and the various protective and preventive special and local laws specifically mention the offences wherein children are victims. The age of child varies as per the definition given in the concerned Acts but age of child has been defined to be below 18 years as per The Juvenile Justice (Care and Protection of Children) Act, 2000 Amended. Therefore an offence committed on a victim under the age of 18 years is considered as crime against children for the purpose of analysis.
