Telecom Regulatory Authority of India recommends the government to provide limited free data to the subscribers of rural areas in India in order to boost e-payments. By this effort made by TRAI cashless economy in India will get strengthened as the rural people will also be able to make e-payments.

In order to promote digitization in the nation’s economy, TRAI makes an effort by asking government to implement a scheme under which the rural people will be provided with some reasonable amount of data.
Telecom Regulatory Authority of India also proposed the government to avail the funding of the cost of implementation of the scheme from USOF-Universal Service Obligation Fund. Under USOF, the telecom licensees pay some charges to the government to fund the setting up of telecom infrastructure in the remote and rural areas of the country.
To implement this scheme an aggregator needs to be introduced. These aggregators will need to register in the telecom department. It also has to be a company that is registered under Indian Companies Act , 1956.
